Probably you could have found some in the second cacao festival, which just happened. :(

My wife says you can find cacao in the Democracia market, but in raw form, neither roasted nor ground.

I did successfully exit at Talismán in May 2018 without paying the tourist tax after entering from Guatemala three days prior.
